Can we compare directly the DALYs averted from a BCC intervention with the DALYs averted from condom distribution?
First of all, the BCC DALY doesn’t give us an independent measure of the impact of the intervention in a country where both condom social marketing and BCC intervention are programmed. The BCC DALY gives us the additional DALYs averted after the DALYs averted from our condom sales have been taken out for the purpose of avoiding double counting DALYs from condom sales and DALYs from increasing healthier behavior via BCC interventions. Second, if we don’t care about double counting, we report BCC DALYs from increased condom use of all brands (both PSI-branded and non-PSI branded condoms). In this case, can we do comparison of the two DALYs? “Yes and No; it all depends on how you do the comparison”. The ‘yes’ means… one scenario would be: your platform is planning to generate X number of DALYs this year. It can be achieved by distributing Y number of condoms this year, or by doing a BCC intervention among population A by increasing condom use by x1% or decreasing number of partner by y1
