Can we buy a Zebra or a giraffe?

I’m sure they would both need permits becuase they’re exotic pets, but I have driven by stables where I’ve seen a zebra before. I’m not sure if they are used for riding or breeding or what, but I do know that they are MEAN animals in general, not friendly at all. That may be why more people don’t have them. People probably don’t have giraffes because it would be obviously rediculously hard to meet their standards of living.
