Pure H2O has no electrolyte value. If combined with the some of the essential electrolytes, sodium chloride (table salt), potassium, magnesium, and calcium, etc, in the correct amounts then i’d say yes. I DO NOT suggest attempting this yourself unless you know exactly what you’re doing, high levels of any of these minerals can cause health problems. Hope this helps.
