Can versions saved with Document.Versions be edited and resaved?

Not directly. Once a version has been saved, it is stored in the active document but cannot be edited. To edit the document, it has to be exported to an external document where it can be opened like any other Word 2007 document. Once edited, it can then be re-imported as another version. Any version can also be “restored” which makes it the active document. Once restored, it can be edited through the standard Word 2007 interface.
