Can unaccompanied minors cruise?
Effective July 1, 2005 guests under the age of 21 must be booked in a stateroom with an adult who is 21 years or older. A parent or legal guardian must accompany guests under the age of 18 and must be resevrved in the same or adjacent stateroom. Acceptable proof will be required. These restrictions may be waived at our discretion where applicable. Please note: An individual’s age on the date of sailing determines his or her status for the entire cruise vacation. Royal Caribbean International does not accept reservations for student groups. Please consult a travel agent for Royal Caribbean’s group policies.
Unaccompanied minors cannot cruise. In fact, on Carnival, Celebrity, Crystal, Holland America, Norwegian, Royal Caribbean, and Windstar cruises, each cabin must have at least one adult age 25 or older as a guest. On Disney Cruise LineĀ® and Princess cruises, each cabin must have at least one adult age 21 or older. Exceptions are generally made for married couples under age 25 (or 21).

Please consult a travel agent for Royal Caribbean’s group policies You may get an exception depending on how you approach the discussion, but be sure they send you something in writing to that effect. You cannot fudge her age; Homeland security / Customs would definately catch it and Carnival will be just as likely to catch it.
