If the powder coating feels like paint and has the ability to be matted by abrading with fine grit paper, then I would paint them with normal wood paints. You do not need a primer unless the powder coating is particularly dense and shiny (like ceramic tiles) and then you wolud buy a specialist primer suitable for priming ceramic tiles. Normal primers rely on soaking into a surface, but you need one that tries to glue itself to a dense surface. One consideration, if you are intending to paint them with a brush or roller you will lose that nice flat finish from spraying.
