Iraq, Lebanon, Egypt, Morocco, Jordan, Syria, and Pakistan are all Arab countries that are predominantly secular (and Turkey, but it’s debatable whether it counts as an Arab country or not), meaning that Muslim sharia law is not the law of the land. But all of them have overwhelming Muslim majorities and most do not allow full freedom of religion (let alone full civil rights) to non-Muslims. And all of them (with the possible exception of Jordan) have become far more fundamentalist within the last ten years. Israel is not an Arab country, though it does have Arab citizens – but otherwise it would qualify as the sole non-Muslim country in the region.

Lebanon has a large Arab Christian population in the south. But most the country is Muslim Arabs. The answer is no, there are no predominately Arab countries that are not Muslim. Also, Lebanon has a number of non-Arabs in their linage, such as Phonecians, and many of the Christians claim to be descendants of crusaders that ruled Lebanon for about 200 years.
