The “Ticket” program CAN be used for HAZMAT cases. Q: A question has arisen concerning the requirement of administrative personnel attending the briefing in its entirety. What is the Agency requirements? Would it be acceptable for only those persons entering the EIS information to attend and only that portion concerning the administrative work? A: It is not necessary for administrative personnel, in general, to attend briefings so long as they understand their responsibilities for routing the form, as appropriate. However, personnel that enter/process EIS information should attend the parts of the briefing applicable to them. I would strongly encourage though, that EIS data entry personnel attend the entire briefing (except confrontation avoidance). They will benefit by a greater understanding of the program.
