Provided that the PROS program is consistent with each County plan and that the PROS program complies with the requirements of the PROS regulations, a PROS program should be able to operate sites in more than one county. Consideration will be given to issues of access, proximity of sites, coordination of services and sites, governance issues, and adherence to county-specific provider service agreements.
