Normally no: this type of system is installed when a new building is being built or an old one is being refurbished as it consists of a 50mm diameter pipe that runs under the floor and in the walls where the electrical system and water pipes pass. There are some cases in which it can be installed in a finished flat, but it must be a flat on one single floor and with a garage or cellar underneath where the pipes can be installed by drilling through the floor to install the sockets.
