Can the Throttle Cam and TPS mount on either side of the ITBs?

Generally no, the Cam goes on left side of the ITB (as you look down at the ITB with the injector on top spraying away from you) and the TPS goes on the right. If you use only an external throttle return spring, you could swap sides however, it just wouldn’t look quite as clean.
