Generally, no. Only the copyright owner or an authorized representative of the copyright owner can send a DMCA takedown notice. The copyright in a photograph belongs initially to the person who took the photo, not the person who is pictured. Unless the photo subject has gotten an assignment of copyright or permission to act on behalf of the photographer, it is improper for him or her to send a DMCA takedown notice.
