Can the Shipper void a winning bid and if so, when?

A. Upon a successfully finished listing, the Shipper will receive an automatic email confirmation including not only the Winning bidder’s contact information, but the first and the second runner-ups contact information as well. At this time, the Shipper reserves the right to void the winning bid and offer the runner-up to service the listing. If he chooses to do so, the Shipper is obligated to notify the Carrier in writing of his decision ONLY within the first 60 min upon the end of the listing.
