The Embedded Shell, included in Windows CE version 2.1, does not provide support for a taskbar. With respect to a virtual window larger than the physical screen size, this is theoretically possible via a custom display driver. As far as Microsoft is concerned, this has never been done, so it’s difficult to comment on any problems an OEM would run into while developing this driver.
