No. The security deposit is to protect the property owners from charges that tenants can bill to the property which do not appear until perhaps a month or more after the tenant has departed the property. These charges most often are for unpaid utilitiy bills, often forgotten or overlooked by the departing tenant. Sometimes, unfortunately, some tenants do damage to the property and the security deposit is used to defray the repairs required by such damage. If the full security deposit is not returned to the departing tenant for any reason, a full and complete accounting is made for the funds to the tenant.
