Can the samsung propel cell phone get viruses?
Sansung’s proprietary OS is probably not going to have any viruses. That sounds like either a horrible coincidence, or the web link had content that was too much for the phone to handle. You might want to shut the phone off and remove the battery to see if that helps… If that fails then I’d do the old backup of your contacts to your sim card, save pics on the computer and perform a master reset/master clear. You’ll need to reinstall any games or purchased ringtones, but at least it’ll work. If it still doesn’t work after that, then it means it had nothing to do with the website, that the phone software might be defective. I’d call the cell company and have tech care work with you on it.
