Yes, but only if the multiplier station is calling a new multiplier. The multiplier station can not be used to solicit QSOs (call CQ) or hold a frequency. If we see evidence during the log checking that a multiplier station is being used to solicit QSOs (for example, by having many contacts on the same frequency), the log may be reclassified to the multi-multi category.
