CAN THE RULE OF LAW HELP THE POOR?
The article discusses whether or not the Rule of Law can help the poor and eliminate poverty. It presents a report on the Global Rule of Law Forum held in Vienna, Austrial from July 5-8, 2008 wherein the commission’s report identified four pillars of legal empowerment including access to the law, property rights not just for the rich but for the poor market vendor or substinence farmer and business rights, among others, which most attendees believe, may help at least, lessen poverty and help the poor develop their quality of life.
