Can the primary sign immigration forms for dependents?

There probably is somewhere a rule about the ages of who can sign what, but I let children sign their immigrant visa forms or DS-2019’s as long as they seem old enough to understand what’s going on – 12 or so. No one has had a problem yet in my 20+ years of doing consular work.
