You see, when a police car is using red lights and siren they are believed to be on an emergency call, and to stop them when they are on such a call would be wrong for the community. However, when a police car is not using red lights and siren they are not believed to be on such a call, and should obey the speed limit. There are times where they are responding to a call that is quite a bit away, but not a true emergency, and they need to answer that call for service quickly. That is when they are allowed to speed.
