Yes, amending the enabling ordinance or resolution is the proper method to change award amounts, point schedules, and other LOSAP elements. As required for a municipal ordinance amendment, fire district resolutions of this nature must be subject to a public hearing on the change. Referendums are only required to create or abolish a LOSAP.
