Can the physician refuse to establish a patient-physician relationship based on the patient’s inability to pay?
Yes, as long as the patient is not seeing you based on a referral from an Emergency Department where you were on call when the patient was seen. If that is the case, determine the requirements of the particular hospital as established in the hospital’s medical staff bylaws and rules and regulations. You must follow those requirements.
