Can the partnership include a European institution?
European institutions are acceptable secondary partners, as long as a U.S. community college is the lead institution. The budget must clearly focus on the BMENA country institution. A successful application will need to demonstrate that it is focused on building the capacity of the BMENA partner and not a European institution.
