Response: The Northwest Power and Conservation Council, in its Sixth Power Plan (February 2010; Chapter 10, pages 28-31), found that replacing the power benefits of the four lower Snake River dams would increase carbon emissions by three million tons per year and require that 437 average megawatts of new natural gas-fired power plants be built.
