Can the local service operated by a licensed PHV under a special licence go beyond the district where the vehicle is licensed?

A. Yes. The law says that at least one stopping place must be in the district where the PHV is licensed, but it can then operate a local service which goes outside the district. The same principle applies to PHCs licensed in Scotland.
