Can the lights be changed in the pieces?

Yes, the lights can be changed. The LEDs have a life expectancy of 10,000 hours so it is very unlikely that they need to be changed. The small street lamps have a 1.3mm incandescent bulb and can be changed by following the steps below: 1) Remove the base by unscrewing the 3 or 4 mounted screws. 2) Remove any tape that may be covering the wire leading to the street lamp. 3) Gently pull the wires out from the street lamp from below. A small piece of foam should fall out(used to hold the bulb in place). 4) Clip the wires and take a new bulb and twist(or solder) each pair of wires together (keep the positive and negative wires apart using electrical tape). 5) Test the light and push the new bulb back up into the lamp post and tape the wires to keep the bulb in place. 6) Re-install the base.
