Can the landlord refuse to accept them?

Landlords who stop accepting regular Section 8 vouchers from tenants, must accept enhanced vouchers from those same tenants. It appears that landlords of buildings whose mortgages were subsidized by the federal government must also accept such vouchers — for those tenants who otherwise qualify. BUT: Under federal law, someone with an enhanced voucher must move to the smallest size apartment available in your development and appropriate for the family size and composition.
