The application must be submitted by a U.S. institution but there must be at least one partnering Mexican institution. The U.S. institution will act as the lead institution in terms of all financial, tax, and narrative reporting; disseminating information from HED; coordinating with cooperating institutions; and all other program tasks. Other partner institutions will collaborate with the lead institution by individual arrangement. Note: That although the US institution acts as lead in terms of administrative and financial functions; these are bilateral projects.
