Yes, it can. Simply enter the same IP address (the address of the single NIC) in both “Inside Interface” and “Outside Interface” fields of the proxy configuration applet. Users are able to access any FTP server on the network, as described in the User Manual. If you use both the (forward) proxy and the reverse proxy, you have to prevent both of them from listening on the same IP address and port. (The Windows networking subsystem permits only one user of any IP address/port combination.) You can either disable one of them (the proxy or the reverse proxy), or configure one with a non-standard port (e.g. 270), while the other uses the standard FTP port (21).
