Can the format of the output file of the simulator be configured?

No. The output file (.out or .csv), specified with the Simulation > Output > Output Value File command (either CSV or normal textual format) and saved by the Simulation > Output > Save To command, is an ASCII file that contains the I/O names and values for each simulation step. This output file allows exploiting the data produced during simulation sessions (makings graphs, statistics,…). Its format cannot be configured by the user, but 2 formats are available: either CSV (comma separated) or normal textual format.
