So, if you don’t count the 26 plus years that it would take to become a U.S. citizen after the birth of a baby in the U.S., then, yes, foreign parents of a child born in the U.S. can obtain citizenship rights. Clearly, there is no immediate benefit from having a baby in the U.S., except perhaps the better hospitals in the U.S.
