A. Not really. The design of this multi-objective management project makes it very difficult to isolate flood control from other purposes. For example, when land is purchased, the real value of the plan is the accomplishment of many objectives at one time: control flooding while at the same time providing space for trails, parks, urban beautification and utility improvements and preserving natural vegetation for erosion control.
