Can the FBI or the jail system be held accountable for prisoner on prisoner assault?

I don’t know what the FBI would have to do with the prison system. I don’t believe they are related. But I would bet there are lawyers out there who have tried to sue correctional facilities for damages related to prison assaults. I would think that they would probably have a case since it would be their job to control the uncontrollable of our culture.
