No. Exemption 9, CPGs, applies specifically for the central banking functions of the Reserve Bank of Australia (RBA) and the debt management activities of the Australian Office of Financial Management (AOFM). The exemption does not cover any commercial banking operations such as transactional banking, cash management services, provision of credit cards or debt recovery services. Covered procurements of these services must be conducted in accordance with the MPPs.
