Can the entrance fences be replaced or changed so that they look similar?

We have investigated this several times. Many homeowners have requested that we either: • Tear down the wood fence and put up brick; • Tear down the brick fence and put up wood; • Tear down both fences and replace with iron; • Cover both fences with ivy or bushes. The costs involved in any of these (except the last) have been quoted at anywhere from $80,000 to $350,000. In order to pay for this expense, the HOA would need to impose a Special Assessment of at least $265 per homeowner on top of the normal Annual Assessment. The Special Assessment would need to be approved by a vote of the majority of homeowners.
