No they cannot. The reasoning for both of these answers is that the neutrality check reflects the political pressure that the Central Powers could bring to bear on the Netherlands. If the Netherlands allowed such transfers to occur, the Central Powers may be able to force them into other concessions favorable to the Central Powers.
