Can the DWG make laws in any area of life at all?
The DWG will have a specific jurisdiction, like any government. Its main purpose is to provide security for all people, mostly against war, but also against degradation of the environment, against those who would transgress human rights of individuals or those who would block efforts at establishing global justice. There will be many jurisdictional conflicts with lower levels of government, but such is the messiness of democracy. And it may take a century to reach a comfort level where most people agree on what issues are properly handled by which level of government. (The principle of subsidiarity must be in play, and that principle is to the effect that all political issues should be handled by the lowest competent level of governancemeaning that the DGW must not interfere with lower levels of government that are coping with matters within their jurisdictions.
