Can the Defender turn a battle into a naval invasion?
Yes! The rules were deliberately worded to allow that. The rule about the Naval army’s commander taking the first action doesn’t apply (and wouldn’t change anything if it did, since the players will act in that order anyway in this case), but the other two special rules still hold. This is a good way to prevent someone from using a Sneak Attack against you.
