Can the CP player exploit the +4 modifier for 1st, 2nd and 3rd Army HQs when using army coordination with other Army HQs?
Roll the die and modify it for each coordinating army separately. If the roll allows that army to activate, then it is activated, otherwise the coordination failed and the army stays inactivated. For example, if coordinating the 3rd and 4th Armies, a roll of 4 would activate the 3rd Army but not the 4th Army.
