Can the Council be trusted to use the money only for transport improvements?
A – The Transport (Scotland) Act 2001, which gives the Council the powers to introduce congestion charging, stipulates that all money raised from any congestion charging scheme must be used for “the purpose of directly or indirectly facilitating the achievement of policies in the authority’s local transport strategy”. The Council will ‘ring-fence’ all of the money raised through any congestion charging scheme to pay only for public transport and transport-related improvements. Financial details of the money raised by the scheme, and its allocation to transport improvements, will be made available for public scrutiny.
