Can The City light up neighborhood playground areas to prevent vandalism/rowdy behavior by loiterers?
The City’s practice has been not to light up local neighborhood parks because this tends to promote and legitimize loitering after dark. Neighborhood parks include “Tot lots” and fall under the jurisdiction of City Parks. A Calgary Police Service follow-up study of the retrofit project in 2004 did not reveal statistical evidence which would support increased criminal activities resulting from decreased lighting levels.
