No, Texas law provides that all platting applications: original plats, vacation of plats, replats, and amendments are initiated by the owners of such land. The only functions of the Planning and Zoning Board in the platting process are to provide a review process to make sure the plat conforms to properly established City policies and to provide for public hearings to allow input from landowners who are required to receive notice under some of the replatting procedures. The Planning and Zoning Board can see that the plat conforms to such general rules and regulations governing plats and subdivisions of land falling within its jurisdiction, for example, but this power is limited to requiring compliance with rules and regulations which have been formally enacted by the City and not just ad hoc requirements thought up on the spur of the moment.
