Can the birth parents change their minds?
A birth parent can change his or her mind about adoption at any time prior to legally consenting to the adoption of their child by the adoptive parents or releasing their rights to an agency. A change of mind can occur after a temporary placement or pre-adoptive foster care placement has been made. If a parent requests the return of a child any time prior to the legal termination of parental rights, the child must be returned to the birth parents.
While birth parents’ ability to change their mind before, during, and after the adoption process varies from state to state, we have never put our focus on that issue. We focus on what we have control over in the process. While it is natural to be concerned that birth parents may change their mind, it rarely happens and when it does, it is beyond your control. Heavenly Father has a plan—and that plan includes giving all of us free agency. However, He is always aware of our needs. When one door closes, He opens another.
