Can the Auditor General or the Secretary of Education put a stop to this twice rejected project?
No. The Auditor General can only audit expenditures that have already happened. Since this is only a proposal and no money has been spent the AG will not intervene. The Secretary of Education can only stop this project if spending exceeds some very broad guidelines. Educational spending in Pennsylvania is largely a local matter; the voters in each of the 501 districts through their school board representatives get to decide the magnitude of educational spending.
