Can the Airport limit the number of planes that land and take off during the middle of the night?
No. Operations are directed by the Federal Aviation Administration air traffic controllers to certain runways to maintain safety and efficiency of aircraft operations. The Federal Aviation Administration does not shift noise to other communities or initiate or select noise abatement procedures. Noise abatement is the responsibility of the Airport. The Federal Aviation Administration can implement noise abatement procedures requested by the Airport (e.g. the use certain runways) provided that the procedures do not adversely impact the safety, operation and efficiency of the National Airspace System.
