Can TBX1 retune the keys I am holding down to new pitches without lifting up the keys?

Yes. Using a sequencer or footswitch, tuning tables can be changed on-the-fly in several different ways, depending on how you want currently held notes to be handled. Currently held notes can remain held with the new table only affecting keys played after the message is sent, or the notes held can restrike and change to new pitches, or the notes held can change to new pitches without being restruck.
