Yes, if the surface is constantly damp, apply our Moist Metal Grip first over the wet surface. It will displace the water and dry, chemically bonding to the surface. After primer dries, dry off pipe area and apply Supertherm at a rate of 100 sq. ft./gallon or 8 dry mils thick. Supertherm controls cold and heat from traveling through it providing a controlled zone that avoids conditions conducive to condensation. If the surface is dry, apply Rust Grip then topcoat with Supertherm. Epoxotherm can also be used to overcoat wet pipes and has ceramics already built in to help control condensation.
