Can subcontractors be international?
Sub contracting organizations or entities with formal sub-contractual relationships with the site receiving a SHARP award cannot be international or be based overseas in order to align with the goals and objectives of the Recovery Act. Project consultants who are representing themselves to the project as individuals may be international, if their expertise justifies their participation in the project as a unique source of scientific input to the project.
