Yes, as long as those disbursements are not first disbursements. The law prohibits any FFELP loans from being expended after June 30, 2010, for which “the first disbursement is after such date.” Second and other subsequent disbursements can be made in the FFEL program as long as the first disbursement was made prior to July 1, 2010.
