STD may be offered as a recruitment incentive; however, funds may not be budgeted to cover the costs of STD testing. We encourage program collaboration and service integration by establishing MOUs for these services or referrals for STD/TB/Hep. testing. And are two narrative sections required with two implementation plans, or can the plan for both groups be included in one narrative section with one implementation plan?
